In the end, if Merrimack is ever to get toll relief, we will need to make our struggle not only about Merrimack, but we will also need to make tough choices.

One sacrifice we will have to make is freezing all spending on road upkeep excluding reparing potentially dangerous red listed bridges like the one that killed dozens in Minnesota last year. Investment in rail service or anything else that reduces the number of people on the roads is exceptional, but we must stop our reliance on the tolls, and thus the turnpike itself.
